The ASOCIO Smart City Award 2026 adopts a comprehensive, evidence-based evaluation framework that emphasizes real-world implementation, measurable outcomes, and sustainable impact. The Award recognizes initiatives that have been successfully deployed and have demonstrated tangible value to governments, businesses, citizens, and communities.

All nominations are evaluated through an independent judging process based on five core evaluation criteria, supported by a set of detailed sub-criteria tailored to each award category.

1. Relevance and Implementation Context

The judging panel evaluates how well the initiative addresses real urban challenges and development priorities. Consideration is given to the clarity of objectives, implementation context, target beneficiaries, and alignment with smart city strategies and policy objectives.

2. Implementation Maturity and Operational Capability

Projects are assessed based on their level of implementation, operational readiness, technical robustness, integration capability, governance, maintenance, and long-term operational sustainability. Preference is given to initiatives that have progressed beyond pilot stages and are delivering services in real operating environments.

3. Adoption and Scale of Impact

The evaluation considers the extent to which the initiative has been adopted and utilized in practice. Assessment includes deployment scale, user adoption, service coverage, accessibility, and the breadth of impact across citizens, businesses, public agencies, and communities.

4. Effectiveness and Outcomes

This criterion measures the actual value created by the initiative through both quantitative and qualitative evidence. Judges evaluate improvements in urban governance, public service delivery, operational efficiency, economic and social development, environmental sustainability, resilience, and citizens’ quality of life.

5. Trustworthiness, Inclusiveness and Sustainability

The Award recognizes solutions that demonstrate strong cybersecurity, data protection, privacy, reliability, accessibility, and inclusive design. Additional consideration is given to resource efficiency, scalability, replicability, long-term sustainability, and the potential for wider adoption across cities and economies.
